IT Project Manager

IT Project Manager I-II (Various Levels 29S-30S), IT Strategic Operations Deadline: open until filled This is a various-level hire for a Project Manager I or II.

Information Technologies at the University of Delaware ( www.it.udel.edu ) provides the IT infrastructure, central IT systems and applications, and IT services for University of Delaware teaching, learning, research, administrative, and outreach activities.The IT-Project Management Office (IT-PMO) in IT-Strategic Operations focuses on alignment of IT goals and projects with University strategic goals, prioritization and governance of major IT projects.

The mission of the IT -PMO is to provide a management structure that standardizes the project related governance and project management processes and facilitates the sharing of resources, methodologies, tools, and techniques to improve the management and delivery of IT services.The IT Project Manager coordinates the major projects of the IT organization which is comprised of these eight units: Academic Technology Services, Client Services and Support, Enterprise Systems & Cloud Services, Information Security, Network & Infrastructure Services, Strategic Operations, Research Cyberinfrastructure and University Media Services.

Working within a defined project management framework, the Project Manager develops and uses project management processes and tools, including project charters, goals, scope, work phases, risk assessment, resources planning, schedules and budgets.IT Project Manager I Major Responsibilities: Responsible for IT project execution including project schedule, budget, overall direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with the IT organization’s strategy, commitments and goals.

Monitors project progress and ensures projects are delivered on time, within scope and budget.

Collaborates with relevant stakeholders to define project scopes, objectives, timelines, and deliverables to develop detailed project plans.

Coordinates the allocation of resources with project stakeholders that own the resources and the IT-PMO.

Documents and tracks projects from initiation to closure, and effectively reports progress to stakeholders and clients throughout the project lifecycle.

Tracks project deliverables using appropriate tools.

Organizes and manages cross-functional project teams.

Defines project tasks and outlines the duties of team members.

Identifies project goals.

Collaborates with various teams and schedules and facilitates project meetings to develop project plans and discuss project status.

Supplies project management expertise, guidance, and support to IT project teams.

Adopts and promotes the use of templates, tools, policies, procedures, and project management practices and standards developed by the University of Delaware’s IT-PMO.

Simultaneously launches and manages multiple projects throughout the project lifecycle of each project.

Supports the IT-PMO Director in administering the project intake and selection process for IT.

Performs risk management to quickly and effectively identify and resolve risks to projects, the department, and the University.

Coordinates work of internal resources and third parties and vendors.

Develops budgets to secure funding for projects and tracks spending and works to find cost savings when possible.

Communicates information related to specific projects or the IT -PMO through multiple channels and delivery formats that are most effective for the particular audience.

Gathers and documents all project results and reports or presents to the appropriate parties.

Participates in external and internal training programs.

Provides instruction for internal training.

Keeps abreast of industry standards, recommendations, and guidelines in the area of project management and emerging information technologies.

Researches new software, products or systems, including coordinating vendor demonstrations when needed.

Attends project, governance, and leadership meetings as needed.

IT Project Manager II Major Responsibilities: Leads IT project execution including project schedule, budget, overall direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with the IT organization’s strategy, commitments and goals.

Monitors project progress and ensures projects are delivered on time, within scope and budget.

Simultaneously launches and manages multiple projects throughout the project lifecycle of each project.

Project scope, complexity and criticality increases for higher level project managers.

Collaborates with the IT PMO Director regarding IT projects and priorities and to assure that work is aligned with UD priorities.

Acts as a liaison between University business units and IT client departments, technology teams (internal and external) as well as support teams.

Coordinates work of internal resources, third parties, contractors and vendors.

Provides vendor management.

Collaborates and consults with relevant stakeholders to define project scopes, objectives, timelines, and deliverables to develop detailed project plans.

Coordinates and negotiates the allocation of resources with project stakeholders that own the resources and the IT-PMO.

Documents and tracks projects from initiation to closure, and effectively reports progress to stakeholders and clients throughout the project lifecycle.

Tracks project deliverables using appropriate tools.

Collaborates closely with IT Senior Management regarding developing and deploying IT solutions.

Supports reporting, metrics, and analysis.

Organizes and manages cross-functional project teams.

Defines project tasks and outlines the duties of team members.

Identifies project goals.

Collaborates with various teams and schedules and facilitates project meetings to develop project plans and discuss project status.

Supplies project management expertise, guidance, and support to IT project teams.

Leads problem solving and issue resolution efforts.

Provides guidance to IT managers regarding troubleshooting project plans and problem resolution.

Mentors and provides guidance to more junior project manager and business analysts.

Develops, maintains, and promotes project management methodologies, standards, policies, processes, practices, tools and templates.

Supports the IT-PMO Director in administering the project intake and selection process for IT.

Develops proactive efforts that include management of risk, contingencies, and issues.

Performs risk management to quickly and effectively identify and resolve risks to projects, the department, and the University.

Develops budgets to secure funding for projects and tracks spending and works to find cost savings when possible.

Communicates information related to specific projects or the IT -PMO through multiple channels and delivery formats that are most effective for the particular audience.

IT Project Manager I Qualifications: Bachelor’s degree and four years related experience, or an equivalent combination of education, training, and experience.

Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification preferred.

Proven track-record of and experience with planning, developing, and implementing projects, particularly in the IT field.

Knowledge of project management methodology, tools and software implementation lifecycles.

Experience working in IT environments.

Effective time and resource management skills to manage multiple projects and leverage resources in coordination with other projects and department needs.

Experience in leading and managing cross-functional project teams.

Experience managing stakeholder expectations.

Experience in several platforms or technologies, in delivering solutions across multiple technologies, and an understanding of interdependencies with technologies in a program is preferred.

Results oriented with strong organizational skills, attention to detail, and able to handle a fast-paced work environment.

Effective written and verbal communications skills including presentation skills for all levels of the organization Strong persuasion and negotiation skills, including conflict resolution skills.

IT Project Manager II Qualifications: Bachelor’s degree and five years related experience, or an equivalent combination of education, training, and experience.

Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification preferred.

Proven track-record of and experience with planning, developing, and implementing projects, particularly in the IT field.

In-depth knowledge of project management methodology, tools and software implementation lifecycles.

Experience in different project methodologies, i.e.

Agile, Scrum, Hybrid.

Experience working in large, complex IT environments.
