SUMMARY OF DUTIES:

The Manager Recruitment Marketing is responsible for the promotion of our employee branding strategy through traditional and progressive recruitment channels in an effort to grow our talent pipeline.

This position will be responsible for conceptualizing HR business ideas and researching different technical prototypes of digital design products to create graphics, animations, videos, multimedia interfaces, and digital assets to support continually growing workforce development.

The Manager Recruitment Marketing will partner closely with counterparts in Corporate Communications, Marketing, and other HR areas, like Diversity, Inclusion, and Belonging and Learning and Development, to ensure a consistent and holistic approach.

This position will also be responsible for establishing measures and metrics to drive momentum with our Talent Acquisition recruitment strategies.

The Manager Recruitment Marketing plays a key role in leveraging digital engagement tools, employer brand strategies, and creative solutions to advance Amtraks employer brand positioning and presence as an employer of choice.

This position reports to the Director Talent Acquisition Support.

ESSENTIAL FUNCTIONS:

• Executes Amtrak employer branding messaging and Employee Value Proposition (EVP) to an external and internal audience. 

• Partners with Corporate Communications and Marketing and others throughout the organization to create an employment brand and employee and candidate-facing recruiting tools, establishing parameters in which teams can customize the employment brand to target specific internal and external audiences and locations. 

• Creates broad-based awareness of Amtrak as an employer in key locations and promotes consistent employment brand awareness, particularly across multiple audiences. 

• Monitor external trends that may impact access to talent and develop leading-edge capabilities to attract and retain the best talent. 

• Advises leadership and business groups on employer branding best practices; drives best practices interwoven with processes and technology. 

• Partner with business leaders and recruiters to develop creative, targeted recruitment marketing campaigns to support hiring plans

• Manage and maintain Amtrak Career Site to remain relevant and attractive to continuously attract top talent

• Identifies, develops, assesses, and manages effectiveness of existing tools best channels for marketing Amtrak to external and internal candidates such as career website, social media, campaign management and ensures continuous improvement through solution development and implementation, brand compliance, and industry best practices. 

• Deliver multimedia and graphic design support in design, development, and delivery for various products.

Create interactive or animated graphics and videos using a variety of multimedia tools. 

• Develop targeted talent center interactive toolkits for hiring managers and the talent acquisition team. 

• Develops innovative ways to use media (video, interactivity, social media, and advertising) and employs them through effective planning and execution. 

• Optimizes existing systems such as Recruitment Management and Onboarding modules of current HR Technology system (SAP SuccessFactors) to improve candidate experience.

MINIMUM QUALIFICATIONS:

• Bachelor’s degree or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

• 7 years of relevant employment branding, communications, and/or developing multimedia assets and technology solutions experience required

• Experience managing employment brand and/or communication projects from start to finish.

• Experience with developing programming files within the confines and limitations identified by the government.

• Demonstrated understanding of quantitative and qualitative market research.

• Experience in Human Resources and/or Talent Acquisition in a business-to-business setting.

• Experience with the design and development of simulation and gaming solutions and ADA Section 508compliant coding solutions supporting Web-based delivered solutions.

• Demonstrated use of specialty software products used in multimedia productions, including Macromedia Director, Adobe product suites, Adobe Creative Suite, Flash, Dreamweaver, Fireworks, Photoshop, Illustrator, InDesign, and3D Studio Max and simulation tools, such as Captivate and Camtasia and other complementary multimedia software.

• Experience with maintaining a website to include web design, content creation, monitoring web metrics, improve site performance, etc.

• Thorough understanding of Equal Employment Opportunity Commission (EEOC) and Office of Federal Contract Compliance Programs (OFCCP) and other workforce and employment law compliance requirements.

• Strong client, collaboration, and communication skills.

PREFERRED QUALIFICATIONS:

• 9+ years of experience in employment branding, communication, and/or multimedia design. 

• Knowledgeable of current employment trends in outreach and engagement of multicultural/emerging audiences. 

• Proven ability to understand employment marketing data, employment trends, and competitive landscape. 

• Proven track record of developing outcome-based communications and/or employer branding strategies, preferably in complex global organization. 

• Project management experience required for project estimating, costing, forecasting, and planning.

• Significant understanding of business operations and the impact of departmental actions on the corporation. 

• Experience in managing agency relationships and ability to establish external partnerships that deliver add value. 

• Experience in leading change management efforts.
